Not sure if this helps but I was privately insured via my dad when I was a kid and afaik there is no separate private dental insurance in Germany. You're either completely privately insured or completely publicly insured. There are additional public dental insurances though. It heavily depends on your occupation if a private insurance is worth it or not. The main general advantages I remember are slightly shorter waiting times and more doctor's offices to choose from.

No, you're not "either completely public or private". You are either basic public and then can have additional private insurances, or you're completely privately insured.
Either ways what you're looking for is "Zahnzusatzversicherung"
If you already know you have eg a disease that makes all your teeth fall out in two years, private insurances will cost you a ton. If you're perfectly healthy, with no pre-existing issues and nothing scheduled, it might be as cheap as 20 eur per month.
Whether it's worth it? That depends on you(r genetics). Just like with every insurance, it's a gamble, you may or may not ever need it. That's how they make money, after all. Id suggest just looking through a few offers and then decide which one is right (eg regarding what and how much they cover, who they accept as their customer...)

- The coverage of 80% or 100% or whatever depends on the option u take
- Zahnstaffel means in the first 12 months they only cover this and that much. It's to make sure u don't just join, get all ur stuff fixed, and leave again
"we do not pay for solely cosmetic eg veneers" I have no clue what exactly it is you want so uhhh
