Can you give an example of such a source? The name of the language is capitalised: Deutsch. But if you're just using it as an adjective, it is typically not: eine deutsche Stadt (a German city).

Sure, I was studying perfekt subject in german on a video on youtube, and he said in the video german grammar has changed, before it was writed with big letter and now it is small,

Maybe the change was a thing and taken back? I dont know which institute in Germany makes grammar changes in Germany for High German. But in turkey we have a ministry for protecting turkish language and they make some changes for the language and reverse the changes all the time.

yeah but the usage in here is not adjective but as a substantiv, since the majority of the sources saying that using them with big letter is korrekt i should use that as well. probably the teacher was wrong

I don't believe that is true. The name of the language is capitalised. However, you could write it small for an adverb.
