No, it's not necessary to be taught in person. You can learn with self-study if you want. The main extra things you need are:
- someone to ask questions to when you get stuck (you can use this server for that)
- people to practice talking to once you are past the basics (you can use this server or just any people you can find for that)

Nicos Weg is a free online program aimed at helping people learn German. It includes video, audio, text, grammar explanations, notes, vocabulary, and exercises. It also includes very useful cultural and bureaucratic information, such as how to open a bank account, while teaching you the relevant grammar and vocabulary.
It’s fairly popular and well-recommended, but keep in mind that you can’t learn a language with only one resource, even if it’s a good one!
