My little brother managed to land a practicum with Hamburg university for a period of three months. And is having a hard time finding a place to rent. He has been givin a stipend of 500€ a month for rent(he has more then that for rent) he has to leave on may 17th. He's been having a hard time looking any advice that I could relay to him would be appreciated.

I would usually suggest to try using web-portals like Wg-gesucht and ebay.
In addition, if their are some Hamburg city whatsapp/facebook groups, then he can join there as well.
But be cautious about scams. This desperation always leads to a lot of people falling for scams. Please have patience while looking for accomodation.
In addition, maybe you can look for accomodation in areas near Hamburg rather than exactly in Hamburg, I guess. Maybe about 1 hour from train or something like that.
Thirdly, in the university dorms, students many times give away there rooms for untermieten (sublet) because they themselves are moving out of the town for work/internships. You should try applying/contacting in the regional university dorms as well.
