Strong and weak are just names that people use to refer to the two different sets of endings.
It's basically just to make it easier to memorise.
They follow rules.
If you use a definite article, then the adjectives will use the weak ending.
If you use no article, then the adjectives will use the strong ending.
If it's an indefinite article with an ending, you use the weak ending on the adjective.
If it's an indefinite article with no ending, you use the strong ending on the adjective.
Examples:
Der heiße Kaffee.
Heißer Kaffee.
Eine kleine Katze.
Ein kleiner Hund.
