Yes, but it's a co-ordinating conjunction, i.e. it doesn't influence word oder. And it so happens the position of "aber" can vary: "..., aber es ist ihm nichts passiert", or "aber ihm ist nichts passiert" would work just as well. 🎄
(Think of "however": the usual one would be "However, nothing happened to him", but "Nothing, however, happened to him" would also work)
