In terms of a residence permit, it's just an extension of your stay. If you have your documents, you apply for the permit at the immigration office, you get the permit. It's that simple. In my experience, unlike the US, Canada, or UK, Germany doesn't arbitrarily reject applications if you have the required documentation.

It seems rather unlikely the German language is going to become obsolete in the next 7 years, so, becoming/being fluent in German is probably going to improve your chances no matter what. Laws and procedures, on the other hand, are quite likely to change -> apart from the above, no real answer seems possible to me.

For daily life, sure, but you don't need to learn German to get a permit unless it's for permanent residence or citizenship.
Knowing German for other permits neither increases nor worsens your chances of getting your permit accepted. Getting accepted to a uni/job though is a different story.
