In regards to transportation, aussteigen is used for when you get out of vehicles. This means it is used for vehicles that you could consider yourself sitting or standing in like in a car, train, boat, plane.
Absteigen is used for when you get off vehicles. So things you don't sit or stand in but rather sit or stand on like a bicycle, motorbike, e-scooter, horse.

what if one were to be ontop of a bus like fell off a bridge onto a moving bus and then fell off. which would be used?

In that unlikely scenario you could use "absteigen" xD

Absteigen is something you intent to do, so it wouldn't be used for falling off. Assuming you fell onto a bus from a bridge and then want to get down, I'd probably use "heruntersteigen" or something like that.
I had another more likely but still a bit unusual situation in mind earlier.
