Well, I'm not from Berlin, but how bad do people make it out to be?

Am talking about its reputation of it being dirty, dysfunctional, etc

Although I don't live in Berlin I've been there on multiple occasions and would not say I've noticed any substantial problems but that can of course vary between places in the city, for most of my visits there I've been in more of the central area.

(I didn't just answer the title because I find it to be too broad, for a good answer please ask a specific question.)

I agree with @still gorge : it might help to be more specific. Otherwise, he - or anyone else - could probably write (i) nothing, because nothing comes to mind, or write (ii) a decently sized book.
It's like "tell me everything important you know about the English language". Compare that to "tell me the important points about how the English language differs from the Dutch language in regards to grammar".

it can be expensive, dirty, have bad areas. it's like any city. i've come across a lot of people who constantly deter me from living there because they believe it's one of the most rude places on earth, but in my experience it's a lovely, creative, welcoming community and a beautiful city too. it has down sides, sure, as every city does. i genuinely think those people who complain so much have either a) never visited another city properly, and haven't seen how awful they can be, b) never lived there in the first place or c) are expats who moved there and didn't know how to make friends with other germans, and now believe it's the city's problem
