If someone were to spend 4 years in Germany studying, and I had roughly 25k euros on hand, would that be enough to get a student visa? My parents cannot support me so that would only really last me for 2 years

you only need to provide proof of living for the first year. Then after that you are on your own. You might need to provide proof of income every year tho for the renewal, this defers by state.

How will they know? The thing is, the person in question must be earning enough in order to sponsor you like that. Exact details you can find online. Have you considered applying for a Duales Studium?
it is also important to note, that they might request a bank statement from you, to see how you finance yourself. Also depending on the visa type, you might not be allowed to work for the first year or so, look into that.

i want to get a declaration letter from a relative but not support me financially i just want the letter to get in, My family cannot support me with money, so i was planning to study medicine and work at the same time for 20 hours a week. a minimum wage is 12 euros/hour so i will get roughly 960 euros which i will pay rent, food , transport , etc.
in the same time i want to pay for my university approx 400 euros each semester.
i cannot make a closed account using 12k euros as i dont have this much money
will they need like a document from the one i will get the declaration letter from that they are actually support me

I can only speak from my experience when I had a student visa- whenever I renewed I had to show a bank statement proving I had the amount. When I first came it was in a blocked account and had to be in a blocked account. When I renewed my student visa it was in a normal account (I think? I would have to double check.. ) but they still wanted to see the amounts as well as the past month statements. I had a student job at the time of renewal as well and a declaration of my parent‘s bank statements and their intent to fund me if required, just in case, but they were really only interested in my own account statements..
