hmm, so, there's a difference between nominal power (power rating), which is the maximum power input allowed to flow through a device/lamp/resistor and the power itself, which is the amount of energy transfered in a period of time (P=ΔE/Δt)

the higher the power input given to a lamp, the brighter it will shine
it's pretty straight forward, you're giving it more energy, and it gets brighter
and the higher the power, the higher the current, since P=I*U (directly proportional)
