If you look carefully at this picture, you see the building is in front of Notre Dame. Notre Dame is kind of center-ish on the map and if you look to the left you will see it's between two rivers.
So if my years of following rainbolt help me, you are looking for what was previously (and in the game) called Palais de Justice.
