Let me shoot an enemy (or ally for ~~funny trolling~~ tactical manoeuvres) with a harpoon attached to a rope made of handwavium.
The rope should try to winch the target closer or stay at the same length, never get longer (ratchet mechanism???).
Let me then use the dash module or sufficient thrust thing to fling them about, preferably into the ground or a nearby wall at high speed.

Lore justification:
Due to a typo in a logistics form, the system organizing ration distribution skipped a few R&D bases. A group of Osprey engineers didn't get their allotted shipment of food in time and started hallucinating. All of them saw what they thought were Mars whales in the sandy wastes outside the base windows.
They then decided to design a harpoon to hunt said whales.
The medical team sent to check on them reported a wired projectile missing their shuttle by a metre shortly before their arrival.

Let me also hook the ground for high speed swinging maneuvers. Possibly make the 'rope' a beam of energy for style.

Out of cover and missiles incoming? Just use harpoon and straight up slam your self to the cover

How would you use a harpoon with a weak winch that can only attach to allies and enemies to "launch yourself into cover"

I'm not sure 'weak winch' matches up with your suggestion of 'dash/thrust to fling'. Either you have to be accepting of significant physics effects or you need to abandon that second part.

It's possible the best that can be done here is a sort of tractor beam.

Weak as in it only pulls whatever you’ve shot towards you very slowly, but the rope cannot get longer

They didnt mean its the harpoon that dashes/thrusts you, but a separate dash module or smt.

So the harpoon/winch itself us weak and you cant use it to yoink yourself into cover, but combined with a dash module you could be able to yeet opponents, ig if physics work out

At least that's how I understand their proposal

That's kinda the thing though... If grapples are ruled out for physics reasons, I would assume it's due to having to deal with implementing violent physics interactions, either on yourself or another player.
