There are no file conflicts, at least from Vortex detecting none.
None of the solutions I have found in forums or help pages or reddit have helped so far in any way. The games will launch regularly through Vortex just without any mods. I am really at a loss.

Gamebryo plugins are specific to Bethesda games (Elder Scrolls, Fallout, Starfield)
The equivalent with Cyberpunk is the Load Order tab

have you tried purging and redeploy??
I also seen at the top of the post you have duplicates of some mods(the orange squares on the mod), keeo the latest version of the mod unless you need to keep the older version
