I was viewing thunderstore, and noticed that they had a really neat feature for sharing modpacks. They use a unique code that people can use to import modpacks of varying sizes>
Perhaps the new Nexus APP can use a similar system? Free Users can use a code to share a small modpack (up to 50 Mods), While people with subscriptions can share larger packs (Up to 100?) and people who want larger mod collections use collections themselves?
Could be something to look into perhaps?

You can do all of this with collections (in Vortex), you just have to share the URL rather than a code to let others see and download it.
Although if the "mod packs" are actually bundles of mods I don't think we'd ever do that

I'd rather not have modpacks with 50+ mods (arguably most of them) be locked behind a subscription... that would just reduce the amount of modpacks

Nothing related to collections is locked behind a subscription. It's automatic downloads you pay Premium for, you still get the same mods installed in the same way as a free user. It's just a bit slower to set up
