What's happening there is basically some mod is feeding the game incorrect previs data (The flickering comes from broken occlussion, and precomb is broken because some stuff is flickering.)

Even IF it turns out to be a mod asset issue, you'd run into an LO issue later, it's kind of inevitable.
Especially the more mods you get, "more" in this context is probably anything over like 20, and that's stretching it depending on the mods in use.
So they should be at the very bottom
PFP.esm should load at the end of Masters, PRP.esp should load at the end of regular plugins, unless a mod says otherwise, in that case you'd load the mod after PRP.esp

And are you aware you can press the tilde key, and click on the levitating ground, and see if it is a Fo4 texture or a mod added texture ?
Pe fo4 groups, its not a major issue. Groups apply to mod forms. The worst part to being new ot it is learning the difference between late and early. Vortex DOES an OK job, that issue there is from the mod I mentioned or a heavily edited area that broke precombines.
If you do not have that mod installed, I would initially install this
Then view the landmass/town/settlement mods you have and see if they have PRP patches as well.
The scrap anything mod allows you to destroy preocombines by how it unties objects, so a common thing that breaks them is that Scrap mods. Hope that clarifies the point of asking

Basically, either remove some mods that use general archives, or unpack and merge said archives. Easiest would be cutting down on the number of mods you have
if i cut of point look out will that save me some space
Most mods only have 1 main archive, and also typically only one texture archive
so the size/scope of the mod doesn't matter here, you're purely dealing with raw numbers
You can use something like the CM toolkit to see how over the limit you are meaning how many youd need to cut out

My suggestion was DL a Wabbajack list or a Collection, with Wabbajack being the preferred due to the exposure and seperations, to help you see what you're playing and how it sets in an order, to help you comprehend better incase you dicde to add or make changes, or make your own lsit later

You need to install the Wabbajack app. It works as a "Do it all for you" for installation. You can browse otehr lists on wabbajack as well.
I use wabbalist as shortcuts, for the most part. I remove, repatch, and get the core where i want, then build on top of it 😉
