We currently rate limit to 300 requests in 120s, after which you are blocked for 600s.
Premium gives you unlimited bandwidth, but not individual requests (at present).

It seems lower than that? I got hit with this too, last night right after the outage. And that was with just a web browser. I kind of doubt I was able to reach that threshold by hand.

It really is set to that, these stats are collated by Cloudflare. Your IP has some spikes around the 5th which I suspect correspond to the period you describe.
