well there is mod on the nexus mods tht names SKSE Adress Library, u need AE version so

about your 1st question, well im not familiar with vortex cuz i use mo2 but u can manually download any mod and install it manually to the skyrim root folder (not recomend if u r new user in it) or to find in vortex button or function Install mod which opens / needs to browse mod's archive (manually downloaded before)

then install like any other mod

dont forget to read mod's description about manual install if it has it cuz some mods tht require manual install can be not using by mod manager as example 2nd part of SSE Engine fixes which shall be manually place in skyrim folder
