Technically plague title is better because it means you did raid which is ilvl higher, so you should be sacrifice a lot more hours and resources to be a better player, but argument fails when you have situation where previous raid is actually harder

Rn the title gatekeeping is only ok if you do it by the hell titles - for rest you can just roll a dice

Of course there are situations where even hell titles are "bought" via pilots, but as the KR drama shows, you cannot check that easily anyway
