I already had it on, so I got it automatically. Depending on update frequency it may take some time before the game sees you as trusted.

I'd say push all alts to 1370 or 1385, then push for 1460 on main.
Then after that push 1400 on all alts, after which you push 1415 on the alts.
SH buff is very significant from 1385 to 1415. 1385 is pretty cheap even without SH buff tho.

@wicked juniper also, if you have high virtue stats or don't mind grinding them you're getting a decent amount of free rapport for dialogue and quests by not "rapport bombing" and just raising it normally.
Only do bombing if you wanna get their rewards fast.
