gear transfer lets you preserve your item level across different equips in tier 1

firstly, because you can not get them without being a higher ilvl in the first place, as those are obtained via clearing abyss dungeon, in which you need around ilvl 340/460.
Second, you can hone transfer your items, that blue +5 (for example) can be transfered to the new shiny legendary, and the legendary +0 is gonna be +5 afterwards

Best places to park alts are 1340, 1370 and 1385.
1415 would only be good if you got the 1370->1415 Stronghold research.

And even with the research I'm not sure it's worth the investment for pure reward gain.
