Both are pretty important. You don’t want to cheap out on relic that much where you sacrifice engraving or substat to get full relic accs. It’s better to deck out relics since they’ll last you for months until Ancient is introduced.

Relic weap start at 15% and up to 30% at 100 quality. That's like 15% damage increase (most engravings are at 16-18% dmg increase except for Grudge) so you weigh it yourself

"skipping" means to bypass a virtue check by filling a rapport level with one set of gifts . it is better to not "skip" if possible because you lose free rapport from dialogues as well as by overshooting

Dyorika Waterwheel and Awning are the best 2 in terms of silver cost per hour. You can also use Neria’s Board or Urr’s Tree Bench. The ecipes usually come from Stronghold merchants

you're asking about Una's Reps, correct? You can do the same Una's task on multiple alts but only the first time you do it in 1 day advances the reputation (you still get the other rewards.) So alts let you work on more reputations at a time (If i have 6 chars i can prog 18 reputations in a day) but i cant finish a reputation faster by doing same task on 6 alts
