for the trixion training dummy, when you set stat/engravings, does it use your current armor set / bonus? or does it assume no set bonuses?

Level 4 are low chance at transfer so it safer (and cheaper) to copy the level 4 hero's pants to a spare slot in your library, then copy from the library slot to your current preordained pants. Then you can acquire the missing tripods at lower levels and transfer thoses.

But to answer your question the only way to increase the chance is with the sage powered which for a level 4 is max 10%
