the game will pick 3 of those that you did the most in the raid, and that will be mvp score for that player

but Stagger is heavier as a scale compared to the other stats

so let's say someone does 75% damage 25% stagger goes with someone who does 25% damage 75% stagger

the 25% damage 75% stagger WILL get MVP

it's at least 3:1 to damage as far as it goes for speculation

so back to this example, if the 1st person has 1 point for every 25% stagger/damage he does, he'd have (1 +1 +1 +3) = 6 points
the 2nd person is (1 + 3 + 3 + 3) = 10 points

10 points > 6 points so the superior stagger will steal mvp despite doing way less damage

There are plenty of ppl can’t start new content right away either. It would feel better to enjoy the new contents on a char you like playing imo.

Doing important unas and tomes for skill points is a good start.

Giant's hearts are a large source of skill points, so you might want to start on those early as well

3 hearts are locked behind daily unas(tooki/azure/shadowmoon), 4 are locked behind rapport requirements that are fairly large. Other than that you can look at what runes your classes' need and go for the epic/legendary versions of them
