What do you mean by "earlier?" It's "good for alts" in the sense that if those alts are fresh level 50's, they can benefit from the Level 1 and Level 2 challenges that reward T1 materials. Said T1 materials are wasted on T2+ characters.

There aren't any challenges that reset, but if you want to complete everything, there are time gates (specifically, you must harvest 6 Guardian souls of Tiers 1-4), so you'd want to give yourself at least 12 days (if no rest bonus) to finish everything. The rest of the challenges aren't super time consuming (with the possible exception of the Feiton Abyssals, depending on if you have to rely on randoms or not).

wow that's a whole set of questions. yes they give cdr to skills used after u proc the buff. the proc chance scales 10% with rarity, from 10% to 40% iirc

you put conv and judge runes on multihit skills if you can - when conv procs you have 3sec time to proc judge, when judge procs you get a 6sec buff with 100% more mana reggen and 15% cooldown reduction on the next skills used(even awakening if 1sec used before buff runs out) - quick recharge procs at the end of the skills animation which includes the skill itself in the cdr
