When honing buff eventually drops you need on average 220 Leapstones from i1340 to i1370. That is a tiny amount. Anything above that would later be converted into Great Leapstones instead. But the silver cost keeps going up and up all the time that is why people farm Lopang like crazy on multiple alts.

as it states there: "characters who completed the quest" so a character that has the last MSQ on that continent completed, it requires a certain amount of character completions in order to use the KT

The number jumps by 2 every time you complete a knowledge transfer for that region and it starts at one (Knowledge transferred chars also count for this). The 3 means 3 chars are required to have completed Yorn in order for you to do another knowledge transfer of Yorn on another char. 4/1 for Rohendel because you have not used the knowledge transfer for Rohendel yet.

3 chars are needed because you’ve done the Yorn kt once. The required number of chars jump up by 2 after each kt (knowledge transfer) because the kt chars count too

Left number is your number of chars that have done Yorn msq (kt chars counted) / right number is number of chars needed to finish Yorn msq before you can kt one to Yorn, and it starts at one and go up by 2 each time you use the kt system.
