Heavy armor 3 is lovely for p2 and p3 if you're underleveled. But if you're godlike at dodging or can afford to chug purple pots like crazy it's fine too. But from my experience a lot of groups won't take undergeared supports with no HA if they have a choice

There’s really no rush in using rapport gifts asap. It all comes down to how you want to horizontal progress.

Use them on whatever you want, though I recommend saving them for things you actually need. Like if you needed the purple judgment rune, you can do rapport with Mari or if you need the Omnium star, you can do rapport with Nia, etc.
