It's true that the Vern Powerpass is bugged and it completes some quests that should give you Virtue Stats, but they actually don't, and that if you use the Powerpass before you finish those quests you actually miss out on a lot of Virtue Stats ?

it's mainly because we're being accelerated through t2, normal progression you would have had them longer

they're not obsolete until you get a t3 gem with a bonus higher than the halved value

they can also be moved over to alts and fused to obtain a gem of the alt's class

as you level subsequent alts and keep stacking the t2 gem lvls higher they're pretty usable as an alternative to t3 gems on an alt so you can feed your t3 gems into 1 char and t2 onto a 2nd
