if you're in a rush to unlock content, rush main story, otherwise play at your own pace and do yellow quests and visit islands whenever and etc

Just continue blue quests then, no reason to go back to Tortoyk unless you never finished it. You follow them until you hit 50, then do Vern story and go back to whatever you want to be doing. But at 50 you can actually progress to unlock dailies in Vern otherwise Vern is not important right away
