i searched a bit about getting banned by buying skins in the market, you cant get banned by buying skins that are not obtainable outside the game, the game policy does not refund skins but you can refund skins if you buy them of steam, like the founder pack skins, so if you buy a skin like omen skin you cant get banned because you can only buy it in the ingame store that is not refundable, but the alar and lawmaker skin can be purchased of steam and people can refund them there and if they do so you get insta banned
so be awhere of the steam pack skins if you wanna buy them in the AH

There are certain npcs which are super useful I recommend looking up a guide to find which npc you need to do and pick the correct rapport items as different rapport items can generate more rapport
