Yes you want to upgrade to the next qualify for each piece. Then you do the Gear Transfer at the Honing Vendor to move your your progress from the lower quality to the higher quality item. Don't dismantle or vendor your old gear use the Gear Transfer.

Ive seen multiple streamers/Yters say that you should be selling the tradable honing materials and using the bound, this hasnt been an issue until now, I have one alt and I have maxed out all honing material sources, Ive hit max chaos vendor, guild shop, boating vendors.
