you have to keep honing your gear while you do Tier 1 Raids - if im not mistaken, Tiers arent just about gear score, but ofc is a big part of it

"Tier 2" is your gear score being in that range obviously, but also you going through guardian raids and making it to the Tier 2 of those raids (of which you need to consistently up your gear to be able to do)
