So IN KOREA at this moment, you create them in-game, by using 2 different mats which can be acquired with in-game gold or real money. The process of creating is RNG as you can get a legendary grade piece or epic (purple) grade one.
If you get lucky and do get a legendary, you can either wear it, or sell it on the broker for a considerable amount of money (the more popular the class the more money it's costumes cost).
Having a full (4 pieces) set of Legandary grade costume in the months after it's release is an expensive endeavor 🙂
To be noted that this is how it works in Korea. Amazon might change things, costs, amounts, luck chances, item lock, etc. So we'll have to wait and see how it works for us

yes you can equip 1 of them twice. you need at least 5 nodes to get an effect. so if you have a level 1 engraving, it gives 3 nodes. equip it twice for 6 nodes
