First, you need to access the adventurer’s guild and follow the guide’s quests for guardian raids. But I recommend you not do guardian raids until you get a full set of 302 item level gear. You can do this easily by traveling up to shushire and completing the main story quest after vern.

If you are a hardcore progression pusher type player, you will want to do all of the main story quests up until you finish shushire. Then you will want to do island quests, dailies, dungeons, etc until you hone your gear up to item level 460 and get to rohendel.
