there is an ilvl req, they spawn at specific times you can check the calendar and set alerts for it, you can search the map for ghost and it'll show where they spawn. they're basically just fancy islands

You can't save them per se, but there is a bonus gauge that gets amassed giving you 1.5x loot if you don't do stuff every day.
