Items you find or craft that are more powerful than your current gear don't have to be upgraded from scratch. Engravings are based on a point system. Each engraving has 3 levels, the level of engraving increases for every 5 points you get in it. You get points from gear or unlockable engraving items. When you press P you can equip up to 2 unlocked(or learned as I call them) engravings for a passive boost in the points to that engraving.

You don't need to learn an engraving to activate it, it's possible to equip an ability stone with +5 or more and it will activate the level 1 effect.

No, I think you can have more than 2. There are class specific engravings and more general purpose engravings though. My berserker has only 2 class engravings and a bunch of generic ones.

Honestly, don't pay attention to tier lists especially for PvE. It's just preference honestly, if you like deadeye then play him.
