yes, you've basically reached the end of the story progression until you reach that itemlevel (but go do the awakening quest).
Now you're supposed to do your chaos dungeons, guardians, go onto other islands to discover stuff etc.

Around lvl 30 the training room is unlocked via main story and you get access to all skills and can see how a character feels. The game is a marathon so I think it’s worth to test it to see what you like

totopia quests are chained up and even if you finish all, you gotta do una quest completion then you will get final quest for it
