we you create your character you get send to Trixion to talk with Beatrice and you can test the different subclasses before you pick one but you cant change the talents etc.
When you go back there at lvl 30 or after by playing the correct song you can actually customize the class and try it with any build you like.

It's not a huge difference to be concerned with imo. I haven't seen anyone do any sort of list like that. I'd still tell anyone to always play what they enjoy no matter what. Generally spec reliant builds are a bit on the heavier side and also if it only uses the generic dps engravings pretty much everyone wants.

Again, I'd say don't worry about it. This is more related to content we don't have yet when people are starting to put requirements on engravings for doing content which Argos will be first to do

I'm guessing you could use an EU server. Might have some problems with using the cash shop if it is like RU. Players from around the world have been using RU and South Korean servers for years, so... unless there is a law in israel restricting internet use, data availability or online purchases, you should be good.
