depending on your resources. you'd generally just hone everything evenly, but if you lack destruction stones to hone your weapon, you may be forced to hone an armour piece higher to compensate

so 4/4 or 5/3 on each piece
in general a 5 point on a piece effect is better than a 4/4, and you can compensate say a 5/2 elixir with a 5/4 elixir on a different piece to keep with the 40 point goal

Just make sure the 5 is in the main stat for your class (dps/supp) for example if you're a dps then you should have 5 critical order or master order depending on your build then 3 of anything won't make as much difference

I wouldn't know the price of it. In the end, honing is just gambling. You buy the honing books to speed up the artisan meter. If you're trying to speed run your honing and can afford it, go for it. There are free books in the solo shop, so if you're being frugal, you can just buy those weekly.
I am no financial advisor. I burn thru gold like it's water. So it's purely up to you how you want to spend your limited gold

They added a new tier when t4 released late last year. So you never had the new tier maxed.
legendary used to be highest tier newest highest tier is relic, relic books are expensive and for end game mostly no content requires them, but you should have all legendary books, event gives you 5 free ones.
