i have been doing this in the solo shop.. but only this week started

merging does not make it higher tier

it makes it higher level

to make it 1 tier higher you need to go and talk with the gem refinement npc and by using the upgrade gem you can upgrade the tier

but in solo shop t4 level 6s are free

so you can just bought from there
