You can push it for free by simply buying out the solo mode shop per week. But it'll be a slow process.

Honing at levels below 1580 do not cost gold. And all the materials needed to hone the gear can be found in the Solo Mode Shop on a weekly buyout.

It's not impossible to get Tier 3 shards on a 1640 character, but it would be illogical to do so. Since you are 1640, you have Tier 4 gear equipped. Tier 3 shards provide no value for you.

The strategy is to advance hone in Tier 3 as much as you can until you out of shards or fusion materials (both are very expensive), then you gear transfer to Tier 4.

You know those classes with a lot of self-heals, high mobility and dashes, plenty of AOE ranged attacks and jumping around. Well, there's multiple sources of these books.

Solo Mode Shop, Event Shop, and the Event Quest UI.

So TL;DR, use them on every attempt.
