No one could actually explain as to why that happened, so;
Old characters before the tier 1 and tier 2 merge got their gear upgraded to tier 3 1250ilv if they were between 302 and 1100, new characters won't get this benefit and they have to get the 500ilv gear and hone all the way to 1100, then get the new gear from punika chaos dungeon.
Note: Old alts did not get their story cleared, they still need to do all continents.
Extra note: Only the North Vern knowledge transfer gives you gear, any KT after that is only a story skip, you need to manually hone to the required continent's ilv to attempt a KT

alternative is to use your stronghold to get the materials to craft bound orehas with the bound gold, thats the use of the bound gold really, you just need to level up your stronghold a bit, research the oreha you need and setup your stronghold farm

You don't have the correct type of gold. To craft tradeable items (including Oreha), you need to pay the crafting cost with Unbound gold. The alternative way to craft Orehas with Bound gold is to unlock the farm at Stronghold level 10 and craft bound Orehas with the farm materials.

thats why we always recommend people to powerpass one character ASAP, even if they want to do the story manually, you can just have one on endgame and one for story
