You'll have to craft Akkan gear then transfer your Brel quality and ilvl to it and then repeat for this crafted Akkan gear to the one from the pass

I don't remember the exact number but yes you'll need to do Akkan to get the eyes, you can also buy 20 from solo mode shop each week. If your Brel gear's quality is all a lot better than the gear from the pass then you'll have to craft the entire Akkan set

well that sucks i was upgrading all my 1540 alts to 1600 this week that pass and now ive lost the quyality on all those character till i get 300 akkan eyes for each of them lol

It's not to get to 1620s, people who have a TON of mats an shards and I mean a TON, advance hone in tier 3 as to not use tier 4 mats to advance hone, it's basically to get it over with and because tier 4 mats are more precious than tier 3, tier 3 solar mats also become useless in tier 4

You don't have the correct type of gold. To craft tradeable items (including Oreha), you need to pay the crafting cost with Unbound gold. The alternative way to craft Orehas with Bound gold is to unlock the farm at Stronghold level 10 and craft bound Orehas with the farm materials.
