You'd have to imagine the Elixir system as following.
You use the powerful Sages(Wizards) they take a Bottle (Elixir) with no enchantment and entchant it for you. (RNG)
Than you take that bottle and throw it onto you Armor Piece. each armor piece has 3 Storage Slot for Echants with 1 Being the active part to give you the stats.
The other 2 are inactive but you can swap to them if you need for a different build or so.
