I got the same problem earlier (Got fixed by waiting)

1. More or less 6 hours waiting;
2. After logging in from the waiting time got a message;
3. Not exact wordings, but with "Reinitiate your transfer and make sure no pending character deletion";
4. If you have pending deletion, cancel it before transfer;
5. After transfer you will logged out; and
6. Try logging in and check if it got tranferred (mine was instant after reinitiating the transfer.)
