Yes, but that has absolutely nothing to do with Jumpstart servers being available or not. There are simply a number of progression events running right now.

Arkesia Tour aka the "horizontal express" which helps with horizontal content catchup, the free Elgacia Powerpass to 1460 ilvl, the Super Mokoko Express for progression from 1460 to 1580, then the Descent into Darkness event for progression from 1580 to 1600+.

The Elgacia Powerpass completes all story up to and including Elgacia for that character.

Yes, but also...no. The sooner you start the better, of course. The Super Mokoko Express, for instance, has something called Engraving Support which gives you a free 5x3 engraving setup that lasts only for the duration of the event. So it gives you several months to build your own "true" 5x3 engraving build during that time. You basically need to have 5x3 engravings on your character if you even want to do content in this game.

You have to collect the free Powerpass from your mail on the character you first logged in with, then use it in your inventory. It should bring you back to character selection for you to then use it on the character of your choice.

The Super Mokoko Express can only be applied to one character. It can be swapped to a similarly eligible character (needs to be between 1460 and 1580) but it cannot be swapped after you hone a single piece of gear to a certain ilvl. Also the milestone rewards from it can only be claimed once, not multiple times.

So you need to choose

They are not normally available in abundance

higher weapon quality increases "Additional Weapon Damage", which is a strong damage multiplier, and better quality on accesories (which cannot be modified) will increase the amount of combat stats provided
