you only really run into mana issues when you have less than 2 focus runes and you run tiger and ink well because of how you usually spam them off cd compared to your core skills that have a buffer between casts to hold uptime

Then yeah, I would suggest doing the Rowen, Elgacia and Voldis Una's for leapstones. Quickest by far, can set bifrosts to them as well.

So server choice for that consideration doesn't matter all that much

Also, again, servers merged recently so populations are more than likely all pretty evened out
