no, combat level takes around 4 months to get to 60 from 50 (assuming no boost event, next one coming in march, will speed up significantly 1 char), as for alts, they can use training dummy in stronghold for passive exp (check every 7 days o r less, it caps)
in this game you dont "farm" exp, it comes from dailies and weekly content like raids
item level is what you use to unlock stuff
