Well to begin with there are no "horns" required for enhancing. Not sure you're looking at the right thing...
Otherwise, you need to do Chaos Dungeons, Guardian Raids, and other daily and weekly content to get materials to hone your gear higher from 1415 up to 1490 which is +15 on all pieces of the Relic gear you got from the pass.

Those horns are for upgrading the effect of your set effect for the Relic gear you have equipped, honing is what you need to be looking at, aka the Honing NPC which is marked by a hammer icon on your map when in a major city such as Nia Village in Punika or Vern Castle in North Vern.

I understand that, but I would rather save you from further sanity degrading activities as well. They are going to inevitably make getting cards easier and easier, they are already making LoS easier (adding inanna to merchant and also increasing appearance rates of said cards).
My advice; Don't worry about it, I know the gatekeeping is atrociously annoying but try to use the LFG resources on hand to try to ease the issue at least.

It can "feel" bad but its really not all that bad...you're progressing a hell of a lot faster than people used to, and using far less resources overall. As for 1490, once you get to 1490 you don't hone the Relic gear anymore, you do Brelshaza and get your Ancient set and transfer, which puts you at 1510 ilvl just for transferring

Even that isn't bad, you just have to have some patience is all. Trying to do it all at once in like...a couple hours can definitely make the amount of failures compared to successes feel a lot worse.

1490 isn't that hard, they are new so they end up using South Vern Power Pass for 1415, they activate the Super Mokokok Express which gives them buffs and Engraving Support 5x3 and then they get into learning groups and have the Arcturus Touch bonus available for their first 5 clears which gives them more materials to craft Ancient from Brel, same with the Path of the Souleater event.

Mainly just the two that work best for you, people might go for Grudge on their stone, others might not. Depends what you can afford, depends on how the cutting goes.

Gear quality will always matter, regardless of it being an alt or not. The higher the quality, the higher the benefits; either Vigor or weapon damage. Ideally people aim for probably 70+, obviously higher is better but quality upgrade can get expensive and is RNG.

Well you can pick your engraving slots, which ones you want to use there (ideally x12 class and at minimum x9 of one of your other engravings) and then you can figure your stone from there
