I'm rather certain that you have to obtain relic gear in order to hone higher than 1490. Either way, you need to get relic gear once reaching 1445-1490.

General rule is for transformation classes and classes that depend highly on 1 skill the % increase for dps is gonna be much higher, but classes that have dps evenly spread over many skills won’t benefit as much from just 1 lvl 10
